Why can not I take a few photo galleries, but I can tell others?

I noticed that the art galleries have different attitudes towards visitors while taking pictures of artwork. For example, you can not take pictures in the Uffizi Gallery, Florence (although this used to be allowed), but you can in the Musée d'Orsay, Paris. I'm curious to know why this is, and whether people think that photography should be allowed or prohibited in the gallery spaces where there are no copyright issues.
