Stripes Blank

Some websites have a little red cross top left and left of the screen is blank. What should I do? Thank you?
It is horizontal band about 1 mm wide and a vertical band about 1 mm long, inside a small white box. The rest of the creen is black or dark blue and once purple. How do I bring up the site? Thank you.
